From 3 June 2022, hair and eyelash dye products containing the following hair dye ingredients shall not be made available on the Union market.

• 1,2,4-Trihydroxybenzene, CAS no 533-73-3
• 6-Amino-m-Cresol, CAS no 2835-98-5
• 4-Amino-2-nitrodiphenylamine-2'-carboxylic acid, CAS no 117907-43-4

According to the Regulation (EU) 2020/1683 of 12 November 2020, these substances are included in Annex II of Regulation (EC) No 1223/2009. They are therefore banned since 3 September 2021 for every new hair and eyelash dye product placed on the Union market.

However, for products made available on the market, the transition period ends, and thus from 3 June 2022, hair and eyelash dye products containing these ingredients should be withdrawn from the market.
